URN (Uniform Resource Name)
A permanent, unchanging name for a Web resource. URNs are seldom
used in today's Web environment, but they're meant to guarantee
a way of obtaining access to a resource, as soon as the URN can
be fully resolved. This sometimes requires human intervention,
and may even consist of a phone number or a physical address,
where information about the Web resource can be obtained, rather
than consisting of network location information. For more information,
see the URLs listed in the entries for URI and URL.
